so i fed rocky on friday and have left hime 3 days before handling and i placed him out of his rub for a clean and i come back to a have digested meal. the temps are fine and he is looking healthy what do you guys think it could be down to. and i usually give around 6-7 days so i assume ill have to wait 15-18 days before his next meal and have it smaller than normal.

Correct: double the usual time between feeds and offer a meal one size down from normal. Do this twice. This allows his system to rebuild the crucial gut bacteria he lost in the regurg.

i assume minimal disturbance aswell so he feels nice and comfortable. what do you think cause it like said i waited 3 days before i even tried to handle him and the temps are 28-29 in the hot and about 21-22 in the cool with a humid hide and humidity at 80-87%

Correct, I'd also count from the regurg. (Otherwise, if a snake regurg'd the day before a feed, this approach would fix nothing!)
